ocean transport intermediary (OTI)

(shipping) An ocean freight forwarder and NVOCC (Non Vessel Operating Common Carrier) that acts as an intermediary between shippers and shipping lines. In the U.S. OTI’s are licensed according to provisions in the Ocean Shipping Reform Act of 1998 which include the responsibility to publish tariffs (charges) in an electronically accessible automated tariff system.
