(U.S.) There are four operating committees (OCs), which are the first step in resolving interagency disputes over the disposition of export license applications. The operating committees are: (1) the State Department’s Subgroup on Nuclear Export Coordination (SNEC), (2) the State Department’s working group on Missile Technology, (3) the State Department’s working group on Chemical and Biological Warfare, and (4) the Department of Commerce’s operating committee on all other dual-use items. Operating committees must make recommendations within 90 days of the date of the filing of an export license application. Operating committees generally meet a couple of times per month.
