operator

(U.S. foreign trade zones) A corporation, partnership or person that operates a foreign trade zone under the terms of an agreement with a foreign trade zone grantee. If there is no operator agreement and the grantee operates his own zone, the grantee is considered the operator for Customs Regulations purposes.
