port authority

(law) An entity of a local, state or national government that owns, manages and maintains the physical infrastructure of a seaport, airport or bus terminal. Port infrastructure can include wharfs, docks, piers, transit sheds, loading equipment and warehouses. Also known as harbor authority, port trust or port commission.
