(U.S. law/trucking) A test used by the U.S. Interstate Commerce Commission (ICC) to determine if a trucking operation is a bona fide private transportation firm. The test was designed as a response to certain trucking operators who had been using phony “buy and sell” arrangements to avoid interstate trucking regulations.
