zone user

An entity, company, or individual that employs a U.S. foreign trade zone for storage, handling, processing, or producing products in zone status, albeit local or abroad.  Generally the zone user is the party that requests a customs permit to allow entry, process or deny zone status products. In subzones, the operator and zone user are generally one and the same entity. Users pay the operator for services such as rent on facilities, storage, handling, promotion and similar services.
