Summary
Deutsche Post has stopped accepting Delivered at Place / Delivered Duty Unpaid (DAP/DDU) shipments to Germany, where the recipient pays duties, taxes and fees at the door. Since November 1, 2026, postal shipments to German consumers in practice need to be shipped Delivered Duty Paid (DDP). Express shipments can still be sent DAP, and shipments from within the EU are not affected.
What is confirmed:
What is not (yet) official:
This is an operational change in the postal channel. The law itself has not changed. For merchants, the practical effect is the same: a postal DAP shipment to Germany risks being rejected when the label is created, held, or returned to sender.
The change landed on the same day as two EU-wide requirements, both confirmed by German Customs:
Why It Matters
Under DAP, the customer pays at the door. Germany-bound postal shipments still sent DAP risk being rejected at label creation, delayed, or returned to sender, with return costs on top. German Customs also states that the new EU handling fee is non-refundable once the customs declaration is accepted.
Germany is unlikely to be the last. Postal operators are already signaling similar DAP restrictions for other EU markets, including Spain, Czechia and Sweden. With the €3 customs duty, the handling fee and product identifiers now in place, prepaid duties and taxes are becoming the default for B2C postal shipments into the EU.
Who It Affects
Not affected (as of now):
When It Goes Into Effect
In effect since November 1, 2026. Some postal operators stopped accepting DAP/DDU shipments to Germany earlier, on October 22–23.
What to Do Now
How FlavorCloud handles it
FlavorCloud’s Cross-Border Commerce OS ships guaranteed DDP, so Germany-bound orders arrive paid in full. Pricing Intelligence builds on that. It folds duties, taxes, and fees into a market-native price for each SKU, so German shoppers see one all-in total before they reach checkout. Across five merchants in ten markets, all-in pricing lifted orders 40.1% and checkout conversion 14.1%.
